TAS:EPA to decide on Gunns pulp mill permit

HOBART, Aug 31 AAP - Tasmania's Environmental Protection Authority will make a key
decision about the validity of permits issued to Gunns' northern Tasmanian pulp mill.

The EPA permits for the Tamar Valley mill, which were issued on the condition there
was "substantial commencement" on the $2.5 billion project by Tuesday, may now have expired.

EPA director Alex Schaap said on Wednesday he had been asked to approve a minor variation
on a stormwater management plan.

"In order to establish if the permit has lapsed, I will need to determine if substantial
commencement has occurred," Mr Schaap said.

"I have requested that Gunns provide me with a submission setting out the reasons why
the company believes substantial commencement has occurred.

"I will then take legal advice on the issues raised before making a determination on
whether substantial commencement has occurred and hence whether or not the permit has
lapsed."

Tasmanian Premier Lara Giddings and Attorney-General Brian Wightman have so far declined
to intervene in the matter.

The Bing search engine overtook Yahoo! for the first time worldwide in January and increased its lead in February according to web analytics company, StatCounter.

Its research arm StatCounter Global Stats finds that globally Bing reached 4.37 percent in February ahead of Yahoo! at 3.93 percent. Both trail far behind Google's 89.94 percent of the global search engine market.
In the United States Yahoo! at 9.74 percent still retains its lead over Bing at 9.03 percent. Google's share in the US is 79.63 percent. In July 2009 Microsoft announced an agreement whereby Bing would power the Yahoo! search technology. This has been implemented in the United States, Canada, Australia, Brazil and Mexico.

"It is significant that Bing overtook Yahoo! globally for the first time on a monthly basis but it remains a tough battle to claw back Google's market share," said Aodhan Cullen, CEO, StatCounter. "Although Google dipped below the 90 percent mark in February worldwide for the first time since August 2009 it shows little sign of losing its global dominance any time soon."

StatCounter, which specializes in website visitor analysis for organizations and bloggers, provides free lifetime stats and free detailed analysis on the latest 500 hits. Members can upgrade to access more detailed stats from $5 a month.

Fed: Smokes to come in plain packs to make them less appealling

In a move designed to make smoking less attractive to young people .. the federal government's
introducing compulsory plain packaging for cigarettes as part of its preventative health
program.

The plans are due to be announced today .. but the new laws making plain packaging
compulsory for cigarettes and other tobacco products won't come into force until January
1 2012.

The government intends to mandate standardised packaging for all products after developing
and testing those with the least possible appeal.

The industry will no longer be able to use logos .. colours .. brands .. imagery or
promotional text on their cigarette packets .. which will still contain mandated health
warnings.

burden for Australians.

Electricity customers in New South Wales have just been told they could be paying up
to 900 dollars more a year for power by 2013.

Mr ABBOTT's seized on the news as an indication of what Australian consumers will face
.. should the federal government's emissions trading scheme be adopted.

The mother of four-year-old boy who was kissed and given a lollipop by a stanger in
a Sydney McDonald's says her son hasn't been the same since.

The mother says she also hasn't been able to eat .. since her four year-old son was
kissed on the mouth by the man at the fast food restaurant in Drummoyne on Saturday night.

Police believe the same man may be responsible for two similar attacks .. one on an
11-year-old boy later that night .. and another on a nine-year-old girl outside a McDonald's
in Cowra .. in the state's central west .. this morning.



REEVES (SYDNEY)

Former doctor GRAEME REEVES has been granted continuing bail after being charged with
a further 52 offences .. including sexually assaulting patients.

The 59-year-old's already facing a NSW District Court trial in March in relation to
17 other similar charges.

He's appeared in Sydney's Parramatta Local Court today charged with the new offences
.. which cover periods from 1989 to 2004.



LAURENCE (PERTH)

Tropical Cyclone Laurence is packing destructive 165 kilometre winds as it tracks closer
to the West Australian coast .. but is expected to weaken.

The category three cyclone is moving south-west at eight kilometres an hour .. and
has been traversing the Kimberley coastline as it tracks in a south-westerly direction.

Meanwhile .. three people are dead after a tropical cyclone battered Fiji .. causing
flooding .. damaging homes and power lines .. and forcing thousands of villagers to flee
to shelters.



RBA MINUTES (SYDNEY)

The Reserve Bank says it raised interest rates .. two weeks ago .. because rates are
too low for an economy that's expanding again.

But it says the decision was finely balanced .. as members weighed up developments
in the domestic and international economy .. and the potential blow to confidence that
another rate rise might have.

Meanwhile .. builders have started work on over 34 thousand new residential homes in
the three months to September .. a 9.4 per cent increase on the previous quarter.

Three men have been seriously injured following an explosion at healthcare company
Stericorp in northern Canberra.

The cause of the explosion is still being investigated .. but emergency crews say a
box full of small aerosol cans was being compacted at the time.

NSW: Missing girl found safe and well

SYDNEY, Aug 6 AAP - A nine-year-old girl missing overnight from her NSW Central Coast
home has been found safe and well.

Police said Shelley Webb was located by a member of the public on a street at Warners
Bay on Thursday afternoon.

She had not been seen since about 6.15pm (AEST) on Wednesday, when she passed her brother
on her way out of the family home in Mahogany Crescent, Gateshead.

The Police Rescue Squad, police motorbikes, general duties police, police dogs, the
State Emergency Service and the Westpac helicopter were all being mobilised for a full
scale land search when she was found.

Police had been seriously concerned for her welfare given her age, light clothing and
the low overnight temperatures.

MELBOURNE, Feb 12 AAP - Arsonists are responsible for Victoria's Churchill fire and
Marysville fires, Victorian Police Chief Commissioner Christine Nixon says.

Ms Nixon said on Thursday police were continuing to investigate whether arsonists caused
more of the devastating bushfires that have so far claimed 181 lives.

Police now believed the Churchill fire, which claimed 21 lives, and the Marysville
fire, where 15 dead have been identified, were deliberately lit.

"We're sure that the fire in Churchill ... was deliberately lit and we have now been
given some information that makes us suspicious about the Marysville fire," she told the
Nine Network.

"It's a matter of other fires that we're looking at as well. We're trying to get there
as quickly as we can."

Ms Nixon said a large team of police were gathering clues in the hunt for any arsonists
behind the fires.

Victorian police announced a task force, named Phoenix, on Tuesday bringing in 100
police to investigate all fire-related deaths from the bushfires, and say they are confident
of making arrests.

Police had already spoken to some suspects over the deadly Victorian bushfires, she said.

"We're obviously working very hard on that investigation and we've spoken to a number
of suspects so far but it's still an ongoing investigation," Ms Nixon told the Seven Network.

"We'll get there, but it is a matter of piecing together all of the evidence and getting
information from the various groups so that we can add that to our current investigation."

The bushfires death toll stands at 181, with expectations the final number will be
much higher. It's feared as many as 100 people may have been killed in Marysville alone.

Ms Nixon said police were prepared to lay a charge of murder by arson - with a 25-year
jail penalty - against anyone believed to have caused one of the fatal bushfires.

She added that police had received reports that more fires had been deliberately lit
since Saturday.

"We certainly have had reports of other fires being lit," Ms Nixon said.

"You and I would just be staggered by that, but that's what we're certainly seeing.

We've been investigating those as well."

South Australian Premier Mike Rann's idea of putting convicted or suspected arsonists
under surveillance during high fire risk periods sounded like a "reasonable strategy",
she said.

Qld: Stafford's second chance to appeal murder conviction

BRISBANE, April 19 AAP - A Queensland man convicted of murdering a schoolgirl 17 years
ago will be allowed a second chance to appeal for a pardon.

Queensland Attorney-General Kerry Shine today confirmed he had referred Graham Stafford's
second petition to the Court of Appeal.

The 44-year-old has consistently denied any involvement in the 1991 murder of his then
fiancee's 12-year-old sister Leanne Holland at Goodna, west of Brisbane.

"Mr Stafford lodged a petition with my office late last year seeking a pardon for his
conviction for the murder of Leanne Holland in 1991," Mr Shine said.

"I have received crown law advice and have decided to refer the matter to the Court
of Appeal to consider the evidence."

Stafford's legal team had been working on the petition since he was freed on parole
in 2006, four month's short of serving the minimum 15-year-sentence.

Fresh evidence from three scientists is believed to be the key component to the petition.

"My referral will allow Mr Stafford to present whatever evidence he has to support
his application to the Court of Appeal," Mr Shine said.

"There was a significant amount of information which accompanied Mr Stafford's application
and it is my view the Court of Appeal is the best place to consider that information."

Mr Shine said his decision did not mean he had formed a view on the case.

Mr Shine is expected to hold a press conference later today.

SA: Trolley collector firms underpaid workers, ombudsman alleges

Two trolley collection companies have underpaid workers by almost 300 thousand dollars
.. according to workplace ombudsman NICHOLAS WILSON.

Mr WILSON claims around 135 trolley collectors have been underpaid by Risborg Pty Ltd
and MK Angelopolous Pty Ltd.

The alleged breaches of the Workplace Relations Act will be prosecuted in the Federal
Court .. with an initial hearing set for Monday.

Risborg has trolley collection contracts for retailers including Woolworths .. Coles
and Bi Lo .. while MK Angelopolous has contracts with three Woolworths supermarkets in
Adelaide.

All underpayment allegations centre on Adelaide locations.







Mr WILSON alleges Risborg underpaid around 130 of its casual trolley collectors by
about 250 thousand dollars .. and MK Angelopolous underpaid five collectors more than
28 thousand.

He alleges Risborg also paid workers as little as $6.50 an hour .. well below the federal
minimum wage of $16.16 an hour.

Mr WILSON says trolley collectors are often the most vulnerable of the vulnerable in
the workforce and the community.

He says many long term unemployed .. and those affected by mental illness and other
disabilities work in the sector.

Mr WILSON says the workplace ombudsman will enforce the community's expectation that
the rights of these vulnerable workers are protected.

The residents of four German cities have joined politicians and lobby groups in condemning
a plan by an Australian company to send toxic waste there to be destroyed.

Environmental group The National Toxics Network says hundreds of German community groups
and organisations have joined its opposition to the plan.

Chemicals company Orica wants to to send over 15 thousand tonnes of hexachlorobenzene
.. left over from solvent and plastics production .. to four German incinerators for destruction.

The German regional Environment Minister in the Rhine-Westphalia region .. ECKHARD
UHLENBERG .. has already called on the Australian government to reject Orica's application.

The federal Department of Environment and Heritage is reviewing Orica's proposal ..

with its findings expected to be handed to federal environment minister MALCOLM TURNBULL

Mr Howard said a bigger army was needed to meet Australia's likely future responsibilities,
both as a peacekeeping force in neighbouring countries and as a member of the coalition
against terrorism.

"I have said repeatedly that this country will need to spend more on defence as the
years go by," he said.

"This will come as no surprise to the Australian public. We have ongoing responsibilities
in our region. It's a fairly unsettled region.

"The rest of the world looks to Australia as the strongest and wealthiest country in
the region to carry a lot of burden.

"In addition to that, we will from time to time need to make niche contributions ...

to the fight against terrorism and other operations in partnership with our coalition
friends."

Mr Howard said the decision would have no bearing on forces already in Afghanistan and Iraq.

"This decision doesn't bear on the length of time our forces will stay in Afghanistan
and Iraq," he said.

"They will stay in Afghanistan and Iraq for so long as the need is there."

Mr Howard said Australians would stay in Iraq until local forces could carry enough
of the burden for coalition troops to leave.

"When that situation comes, they will begin to leave but we haven't reached that situation
yet and the worst thing to do now would be a for premature departure by coalition forces,"

he said.

Mr Howard said Australia was also increasing its commitment to Afghanistan "because
the threat from al-Qaeda and the Taliban in Afghanistan remain very real".

The data come from a report upon China's mobile terminals and channels by Analysys International, a leading Internet based provider of business information about technology, media and telecom (TMT) industries in China.

Over the past year, the GSM mobile phones have had a strong performance with sales of 72.13 million units, rising 14 year on year, according to the report.

But the CDMA mobile phones have had declined 30 compared with 2004 to 6.84 million units. In 2005, the proportion the CDMA mobile phones took in the Chinese market kept dropping from the 13.47 in the first quarter to the 6.46in the last quarter.

Nokia, Motorola and Samsung have become three of the top GSM producers in China. Nokia ranked the first with a big market share of 26.91. Domestic producer Bird listed the fourth with a 6.78 share.

--Management and Security so Content Owners Can Track Assets Verizon, with its global network reach, is setting out to revolutionize the delivery of digital videos to the home, which is likely to trigger a global response from telcos everywhere, trying to follow suit in their own territory.

Verizon has developed the ability for anyone with content rights to create a Netflix type of online video service overnight. Instead of needing an application to be written for each and every device before it can play on them, this service will take content delivery and make it a cloud application, likely to need only a browser in order to play the content. The company says that it has multiple backbone lines across the globe delivering video at between 40 Gbps and 100 Gbps for this service.

Verizon has lined up best-of-breed technology suppliers, including Technicolor for content creation and post-production knowhow, Motorola for media transformation and digital workflow, Alcatel-Lucent for content delivery and unicast adaptive streaming and Hewlett-Packard for high-end ProLiant servers.

Faultline said a few weeks back, reporting from the IPTV World Forum in London, that wholesale CDNs were going to be all-the-rage, and that many of the suppliers there were targeting the space. Well, Verizon has gone one better, and brought three years of effort, the involvement of hundreds of employees and what by telco standards is a meager budget of $370 million to bear on something more than a CDN. This is an all-singing, all-dancing management suite and network that will change media distribution on the Internet and in the process attract the major TV broadcasters, and even some of Verizon's rivals, causing them to put more and more assets onto the Internet in more and more places.

Right now the US national broadcast networks--Fox, ABC, CBS and NBC--all build their own major Web portals, but their content could be distributed through hundreds of partners on the Web, except for one thing--once that content is out of their hands, how do they know that it won't be stolen, pirated, and generally used, but not paid for, in any number of ways?

One answer to that has been the creation of specialized services such as Hulu and Hulu Plus by broadcast network owners, which keeps such content under the networks' direct control--but eventually they would love this to be like physical DVDs--with inventory controlled, yet distributed widely, not only around the US, but around the world to thousands of retailers, with delivery, transcoding, and encryption all taken care of and delivered as unicast streams to consumers on any device imaginable. A sophisticated management system for such an undertaking is a must, given the complex content distribution rights they each have for their content.

Overnight, Verizon solves two problems by introducing such a service--it can vie for business with customers like Hulu and Netflix, offering them a route to market in return for cash. At the same time it would then take a great video weight off its core Internet lines, distributing them instead to secure appliances servers all over its network for last-mile access delivery by the network, which controls the consumer's broadband line.

So day one this goes up against Akamai and other CDNs, and although Verizon does not describe the internal network architecture to its digital media services system, this will create great deals for some of the innovators in their field of CDNs and video transcoding for supply contracts with Verizon.

But the implications and the rivalry don't stop there. Verizon is trying to manage every aspect of the process, so videos ingest into the system via the Web; workflow management to deliver orders (video streams) to Web retailers and on to customers; security and delivery of packages in the appropriate DRM and format for a given device; fault tolerant mirrored central servers for the US in southern California and northern Virginia; a metadata management scheme so that content owners can pick their own metadata, and then choose which search engines to expose this to.

We are making the assumption that the management of transcoding should take place as close to the edge of the network as possible--Verizon doesn't want multiple copies of the same content travelling over and over again across its network, so some form of local storage and local transcoding has to be assumed or else a different screen resolution on a device means delivering it to that region all over again.

This is why it is so important that content businesses can get a transparent report of where its assets lie in the network at any point, and how much of the content has been consumed--Verizon talks about SKU reporting (reporting of stock keeping unit codes) and about a unicast delivery service as part of the overall media platform, and this not only includes delivery, but packaging--so which combination of cross promotions and other video assets will travel together with the content--and this will extend to advertising.

Verizon says that its advertising platform will include real time and localized ad insertion and advertising placement analytics, even down to personalized advertising delivery. This is a hugely ambitious play to carry video over the Internet as an advantage, not a liability.

Verizon removed the cover on all of this at the NAB Show in the US this week and said that already four of the top five US TV networks were trying the system out and that it additionally has service trials with Turner Broadcasting, Hearst Magazines and The Associated Press. It also insisted that rivals such as cablecos and existing services such as Netflix are openly invited to become customers.

At first glance, this is a major US telco offering a video management service like Brightcove, but in truth this is the company's answer to the massive increase in video traffic which will create a separate network inside the Verizon network, segregating that traffic. In the words of Verizon technology VP Stuart Elby, "Video travelling over the Internet is going to suffer in quality, we are going to hit a capacity wall. We wanted to introduce this service before our customers hit that wall."

Another thing this is going to affect is how we search for commercial video on the Internet. Companies like TiVo, Rovi and NDS have all made major plays to help pay-TV operators create search indexes in the cloud, much of which relates to having reliable metadata available for search engines. Verizon customers will be able to decide which search vendors have access to its metadata to find its content, which could provide significant video leverage against the likes of Google.

Verizon says its digital media service is the first of its kind and will automate previously manual workflow processes associated with formatting, managing and delivering digital media to virtually any device or platform on a large scale. As a result, content owners and digital retailers will be able to more effectively produce, manage and distribute premium programming to consumers when, how and where they want to view it.

Verizon says that the majority of the patent-pending technology was created by its own staff, with only some additional technology brought in from its list of technology partners. So far about 200 Verizon developers have worked on the project, in addition to hundreds of other non-developer staff.

The service, under development at Verizon for nearly three years, is currently in a second beta with nine charter content-creation companies. It will be available for commercial release sometime in July, said David Rips, president of the Verizon division that's overseeing the project.

BMI has introduced ARPU forecasts for the Chilean market this quarter, with data showing a declining trend over the next five years. Chiles mobile operators reported a boost in ARPU in 2008 but the decrease returned in 2009, a trend BMI sees continuing. However, in comparison to other markets in Latin America, the decline will be slight as pressures on voice service revenues are countered by the strong interest in mobile broadband and mobile data services. BMI expects mobile data will continue to grow as a proportion of operators overall revenues, providing some relief to the low cost subscribers entering the market.

Data from mobile operators show an increase in mobile subscribers in the first quarter of 2010, with growth higher than the four previous quarters, seeming to show no real impact from the earthquake in February. The increase in subscriptions may be a reaction to the earthquake, as Chileans sought to contact friends and family in the aftermath of the event. Operators offered free messages and extensions for paying mobile bills in order to ease the burden on those most affected by the earthquake. The response by operators and the regulator, Subtel, highlight the developed nature of Chiles telecoms market with networks brought back on line within days of the event. Incumbent Telefnica de Chile also announced it would be replacing its cabling in the region worst hit by the earthquake with fibre-optic cabling, bringing in the latest technology to the region that will help boost the local economies and businesses in the areas affected.

Chile's telecoms operators have long been very forward looking, offering the latest services to the market and competing effectively. For this reason Chile has remained near the top of BMIs Business Environment Ratings. Its weaknesses are few, with a strong Country and Industry Risk scores. However, with a small population, opportunities are more limited, which, when coupled with difficult topography, hold Chile back from reclaiming its place at the very top of the Ratings.

Nonetheless, Chile continues to be a highly developed telecoms market, and one that is emulated by several of its peers. Data from Subtel indicate that around one third of broadband subscribers are using a mobile connection for their internet requirements. At this rate of growth, mobile broadband may well become the preferred technology in future although fixed operators have rolled out faster broadband speeds in an attempt to maintain their competitiveness. The competition for dominance in the broadband market continues to heat up, as fixed operators face down the strong challenge presented by mobile operators with broadband services.

Not your father's seminary.(NATION)(Charles E. Bouchard)(Interview)

Call him Charlie. Everyone else does. With cropped gray hair and an intense gaze, Dominican Fr. Charles E. Bouchard, 56, arrives for an interview looking corporate-casual in a pressed blue plaid sports shirt. Only for a photo later does he express a preference for donning the habit that marks him as a member of the Order of Preachers.

Last December, saying it was time to do something new, Bouchard announced his decision to resign at the end of this year after 18 years as president of Aquinas Institute of Theology here. Aquinas, founded in 1925 by Dominican priests, is no longer the kind of seminary your father might have known. Like the remaining handful of other graduate theological schools run by religious orders, Aquinas has over the years reinvented itself, packaging its programs anew and opening them to lay women and men pursuing spiritual enrichment, professorial careers or educational, pastoral and administrative jobs once reserved for priests and nuns. Of about 275 full- and part-time students currently only 25 or so are religious-order seminarians. Of the rest, laypeople outnumber all religious two to one; more than half are women; and roughly a dozen are Protestants.

Dominican Fr. Richard A. Peddicord, an associate professor of moral theology at Aquinas and its president-to-be, said he sees Bouchard as succeeding in his role--navigating often rocky waters--being persistent, collaborative and quietly persuasive, "a great communicator ... skilled at articulating mission and getting people to see the value of it."

Bouchard grew up in Superior, Wis., where his parents ran a fishing resort and his father, a marine engineer, was active in Democratic politics, Bouchard attended a minor diocesan seminary in La Crosse, Wis., and at the same time, though not in the same class, was another Catholic leader who now resides just blocks away: Archbishop Raymond Burke. Bouchard went on to attend St. John's University, a Benedictine school in Collegeville, Minn., where he got a bachelor's degree in French, and then to Aquinas Institute--then based in Dubuque, Iowa--for his theological training before he was ordained in 1979. A doctorate in moral theology from The Catholic University of America prepared him to become an associate professor of moral theology at Aquinas in 1986. Three years later, he was appointed president.

Under Bouchard's leadership, the school's enrollment has nearly tripled, and programs have expanded in depth and breadth.

For example, 15 years ago Aquinas came up with what Bouchard saw as the "ideal model" for delivering courses toward a master's degree in pastoral ministry to laypeople in dioceses without nearby opportunities for advanced theological study: A diocese would provide classroom space, an on-site director and overnight accommodations for visiting Aquinas faculty members. Students would supplement classroom instruction with online work.

The Oklahoma City archdiocese signed up first and continues. The diocese of Kansas City, Mo., jointly with the archdiocese of Kansas City, Kan., enlisted later as did the diocese of Colorado Springs, Colo. And then came what Bouchard describes as the "biggest disappointment" of his presidency: The two Kansas Cities and Colorado Springs, each under a new bishop less friendly to Aquinas' lay ministry programs, dropped out after a few years. The new prelates of the two Kansas Cities and Colorado Springs were all priests of the St. Louis archdiocese.

Bouchard answers all questions, at times limiting his words, projecting a diplomat's inborn sense of how to disagree without being disagreeable.

"For various reasons the bishops [of Colorado Springs and the two Kansas Cities] either did not support the promotion of laypeople in ministry or did not see this as a good model to prepare for it," Bouchard said. "In one case, a bishop told me that they didn't need people with graduate degrees, that what they really needed were catechists.

"In the other case, the bishop objected to the fact that we were teaching laypeople to preach, and he insisted that it was impossible for laypeople to preach, and I said I disagreed.... I think some of the bishops were concerned that it would create confusion with the proper role of the priest who preaches the homily.

"Because of two failures and the money and energy required to start a program like that, we just felt that we couldn't risk that again," said Bouchard.

But there have been compensating successes. High on that list has been a decade-old master's degree in health care mission, where senior health care leaders, mostly laypeople, learn "to think theologically about the mission of Catholic health care." Students meet at the school three or four times a year and otherwise do their work by Internet. The program, unique in the country and nationally recognized, has attracted students from coast to coast. "At one point, we had so many representatives of a typical staff in Catholic health care that we joked about starting our own system," Bouchard said.

And then there is the program Bouchard is most proud of: a doctorate in preaching. Aquinas is the only Catholic theology school nationally to offer that degree. "It really fits with the Dominican charism, and God knows, the church needs it," Bouchard said wryly.

Bouchard refuses to be drawn out about his personal stands on such touchstone issues as relationships with the St. Louis hierarchy. For the first years of his presidency, Bouchard worked with the late Archbishop John May, who helped Aquinas move to the St. Louis Jesuit campus in 1981 and gave its programs virtually unqualified support. Then came Archbishop Justin Rigali, who quietly demanded that laypeople stop preaching at the Eucharist--a practice May had allowed as an exception to canon law. Today, nonordained students and Aquinas faculty preach at midday prayer.

When Rigali was moved to Philadelphia, Archbishop Raymond Burke moved in, soon alienating many a St. Louis Catholic with his take-no-prisoners persona.

"Our communication hasn't been as good as I wish," is all Bouchard will say of the St. Louis prelate who years ago signed his yearbook at the minor seminary. Said Bouchard, "Perhaps I am partly to blame."

Two years ago, the U.S. Conference of Catholic Bishops ordered inspections of all U.S. Catholic seminaries, sparked in part by concerns over homosexuality among would-be priests. At the time, Bouchard was quoted as calling the coming examinations "needlessly offensive" to celibate homosexual priests and seminarians.

In September 2005 a committee of four priests and a laywoman spent several days at Aquinas in what Bouchard says turned out to be not the "gay inquiry" it was widely rumored to be, but a broader look at standards for admission and preparation of priesthood candidates. Weeks later the reviewers' report came back with what he describes as "numerous factual errors," so the school returned it--and is still waiting to hear back.

Peddicord said he counts himself lucky to be inheriting the programs, faculty and "great infrastructure" Bouchard has built.

He's referring to Aquinas' move two years ago from a building leased from St. Louis University to new quarters a few blocks away and more than twice as large--an old adding machine factory, stunningly renovated for $5 million and financed by an undisclosed amount of debt. Both Aquinas and St. Louis University needed more space.

By Bouchard's account, the school's annual budget is $3.2 million, its endowment stands somewhere short of a relatively negligible $4 million, and its main source of income is students' tuition. To make ends meet, he says, the school must "beg for a living," and not just from alumni, who "don't generally have the kind of money to become major donors."

The Lilly Endowment has stepped in with two grants, one for $1.7 million to build awareness of lay ministry in St. Louis-area parishes, one for $1.9 million to attract college students to lay-ministry careers. In both cases, the concept has sometimes proved a tough sell, Bouchard said. "I think as a church we're still ambivalent about lay ministry."

Some students arrive at Aquinas already working in church jobs, and others who want them generally find them, he said. "The bigger problem is the career path in lay ministry. Can they advance? Can they end up with a decent salary?"

After he resigns at the end of this year, Bouchard will begin a sabbatical semester at the University of San Diego, beginning Jan. 1 and followed by a job as vice president for theological education for St. Louis-based Ascension Health, with 47 hospitals and 100,000 employees, the nation's largest nonprofit Catholic health system.

As he reflects on his tenure, he acknowledges that one thing has remained constant: jokes about the cozying up in St. Louis of Jesuits and Dominicans. The jokes began when Aquinas was preparing to move to the Jesuit St. Louis University campus. Much was made of the historic rivalry of the two orders, which dates to the 16th century, when they were locked in bitter dispute over the relationship between grace and free will. Even now, Bouchard says he enjoys teasing the Jesuit seminarians in his course on Introduction to Catholic Morality.

"There are about 17 Jesuits in the class, five or six Dominicans, and five or six women," he says. "The Jesuits are very serious. Sometimes I have to tell them I'm teasing them."
